Some hats in the game seem to stretch on the X axis when the Y axis is scaled, and vice versa. Note that the stretched axis does not match the direction the hat is stretched (outlined for emphasis):
Due to this, stretching out a hat lengthways to fit a model may not work consistently for all hats.
