You can’t interact with Birb anymore once you try to pick it up while holding an item.
but you’re holding an item already, you can’t pick up the bird and the item

This isn’t a bug. If you are holding something you can’t pick the bird up too.
No no, I try to pick up a bird and no one else can’t pick it up afterwards. It also freezes in place and you can’t interact with it at all (even biting it doesn’t do anything). I tested that 2 times with 2 other people, so it’s definitely a bug. I can record a video the next time I encounter something like that again.
