i hosted ball race with the playercount set to 1 and friends-only and someone not on my friendslist just joined, the settings did nothing.

Did you host a public server before this one?
now you say it, maybe i started a new game and forgot to change the settings, i could try to replicate it with the settings though to make sure. (Or did you guys already try to replicate it?)
