This is a known issue, however at this time, there is a community fix.

[0.1.9.0] Broken hotbar

Turn off Steam Cloud sync, delete C:\Program Files (x86)\Steam\steamapps\common\Tower Unite\Tower\ClientPlayerData2, and then launch the game. If it fixes, you can re-enable Steam Cloud sync.
