So I found out how to replicate the glitch and also fix it temporarily.
Was hoping the video would help you narrow out the problem 
Also I tried every other possible way to fix, changing instances, sitting at blackjack, video poker, slots, etc doesnt fix. Only rejoining server does the job or doing the fix I showed in the video.

Edit: Possibly related to minigolf glitch?, haven’t tried to replicate it yet.
