Sometimes seasonal NPCs will not give the player a free item
Happens intermittently and is difficult to reproduce consistently.
The normal behavior.

I’ve noticed this too, on the first time talking to an npc it usually seems to just go to the talking dialogue, and I have to talk to them a few times to actually get the item
Steam handles giving the items and its set to new item every 15 minutes.
