If you increase the size of the Hot Tub to size at which your whole body gets submerged, it still won’t play the swimming animation and the character would still walk around as it is plain land.
I don’t know if I’d call this a ‘bug’. It was never designed to be something to swim in at normal size. Trying to incorporate a transition in animation/sound based on the scale is just unnecessary work for them.
