I see where you’re coming from, but I feel like if I had a gambling itch, the casino is always readily available for me- and if that doesn’t cut it, I’d go buy catsacks.
A lottery just feels like it doesn’t fit in Tower’s universe. That’s just my two cents, however. If there were some sort of original twist to it, I might get behind it.
