It’s become commonplace in my experience that in both the condo areas and plaza that a transparent overlay akin to “screen captures” of random views that are sustained over your current view. It can change at random to different “captures”. It doesn’t break the game but it is a distracting visual glitch. I just wanted to bring this to the development team’s attention.
