CondoOS was originally in Tower Unite but it broke because of mouse issues. It was then removed in exchange for the Condo Menu system we currently have.
I know of no plans add CondoOS back into the game as of this post.
Also the post you reference is from February, before Early Access Launch, and lots of things have changed since then.
